Principal Secretary Participates in National Shirika Plan Steering Committee Meeting

PS Susan Mang'eni was part of the inaugural meeting of the National Shirika Plan Steering Committee, chaired by Dr Belio Kipsang, Principal Secretary for Immigration & Citizen Services, to align on priorities and next steps for implementing the Shirika Plan. The Plan aims to transform traditional refugee camps such as Kakuma and Dadaab into integrated, county-administered municipalities, shifting refugee management towards socioeconomic inclusion, self-reliance and shared public service delivery.

Initiatives such as the NYOTA Project are already contributing to this agenda by equipping young people from refugee and host communities with skills, enterprise support, and pathways to economic self-reliance.

Also present in the meeting were Principal Secretaries Joseph Motari (Social Protection and Senior Citizen Affairs), Regina Akoth Ombam (Trade), Dr Raymond Omollo (Internal Security and National Administration), Dr Paul Kipronoh Ronoh (Agriculture) and CPA Carren Achieng Ageng’o (Children Services).

Also present were Turkana Governor H.E. Dr Jeremiah Lomorukai Napotikan; Fafi MP Hon. Farah Salah Yakub; Dadaab MP Hon. Farah Maalim; UNHCR Deputy Country Representative Ms Robin Ellis; representatives of the National Government and the refugee-hosting county governments; and the Shirika Plan Secretariat, led by Acting Commissioner for Refugee Services Ms Mercy Mwasaru.

The Shirika Plan is an important step towards building inclusive communities where refugees and host populations can access opportunities, contribute to local economies, and pursue sustainable livelihoods.
